Peraton’s National Programs Business Intelligence Systems & Applications Operating Unit has a need for an experienced Senior Product owner Systems Engineer to support its SITE III JIOC contract charged with the orchestration, sustainment, and evolution of a portfolio of applications that focus on Collection Management, Intelligence Surveillance and Reconnaissance (ISR) and intelligence operations that directly support intelligence analysts, operations, and collection managers across the Combatant Commands. The SITE III JIOC contract is designed to establish and ensure a multi-discipline approach to requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National apparatus of Defense Intelligence, Combatant Commands, supporting Partner Nations and other Federal Agencies to ensure timely and accurate Joint Intelligence Operations (JIOC) collection, correlation and dissemination. Our support team applies best practices in architecture design, data science, cloud services, DevSecOps and platform integration to develop, sustain and continually evolve the enterprise business systems environment, systems integration, and back-end business process workflows.

The Product Owner Systems Engineer will be responsible for the following, but not limited to:
Using a holistic approach, designs, develops, evaluates, and modifies end-to-end systems and systems-oriented products through their entire life cycle.
- Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics.
- Ensures requirements comply with Agency requirements and government standards through formal verification methods.
- Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements.
- Establishes and coordinates development of standards, practices, and procedures as related to the overall product development.
- Designs interfaces and brings system elements together, so they work as a whole.
- Assesses performance using evaluation criteria and technical performance measures.
- Participates in system conceptual design and documentation of the design concepts.
- Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation.
- Generates system level requirements verification procedures and customer acceptance test procedures.
- Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.
Specific, but not all inclusive, duties include:
- Lead scrum teams as the Product Owner.
- Providing vision and direction to the Agile development team and stakeholders throughout the project and create requirements
- Plan and prioritize product feature backlog and development for the product
- Define product vision, roadmap and growth opportunities
- Assess value, develop cases, and prioritize stories, epics and themes to ensure work focuses on those with maximum value that are aligned with product strategy
- Lead the planning product release plans and set expectation for delivery of new functionalities
- Provide an active role in mitigating impediments impacting successful team completion of Release/Sprint Goals
Qualifications:
BS 10-12, MS 8-10, Phd 5-7
Required Qualificaitons
- A Bachelor’s degree with 10+ years of relevant experience. Additional experience may be considered in lieu of the degree requirement.
- 8+ years of experience in planning, initiating, and managing information technology (IT) projects.
- Minimum 3 years experience performing as a Product Owner
- In-depth knowledge of Agile process and principles
- Experience in scrum and agile methodologies
- Experience with IC/Service IT development and application security processes
- Outstanding communication, presentation and leadership skills
- Ability to strategically obtain consensus with customer stakeholders on how to optimally meet requirements.
- Excellent organizational and time management skills
- Sharp analytical and problem-solving skills
- Creative thinker with a vision
- strong technical background (including familiarity/experience with basic software engineering practices, API’s, integration, and software testing methodologies).
- Ability to lead and manage simultaneous projects, with demonstrated success in launching complex products
- Active TS/SCI
Desired Qualifications
- Experience with intelligence applications, preferably collection management
- Experience with industry standard product/project management tools such Confluence, JIRA, etc.
- Experience with DevSecOps development
- Experience with DevSecOps tools such as Jenkins, Git, and Artifactory
- Certification: Scrum Alliance Certified Scrum Master (CSM) or Professional Scrum Master (PSM) or SAFe Scrum Master (SSM)
- PMP certification
